Interesting article re population. 

I have been reading articles on the current drought issues for some time and have come to feel that the problem is less due to the naturally occurring drought and perhaps more due to the fact that California's population growth has resulted in a population which has outstripped the ability of the states natural resources to sustain that population. 

California has for many years taken great pride in being the fastest growing state and taken steps to encourage such growth.  The basic natural resources have remained the same and, as always, the resources are subject to natural seasonal cycles.

I understand the process by which states make themselves attractive to investors and employers and use these methods to encourage growth.  I find it more difficult to conceive what steps a state can take to encourage employers to move elsewhere and move their employees with them.  I also wonder how a state could find the political will to do so. 

One reads of desalination as a possible solution but that is very energy intensive and on the scale needed would require huge increases in power generation capacity. 

California may be facing a very difficult future.
