The water situation is dictated by snow in the northern Sierra and that is getting plenty of it. However, that isn't doing much for your reservoirs...

If it's more than 0.10", have they set up the shelters for those displaced by the 'torrential' rains?

This one is a nice soaking in NoCal, again.  Be happy, it's where much of your water comes from.  ;-P  Shasta came up 11 feet last week, another 7 already this week.  That's a LOT of water.
