...RED FLAG WARNING IN EFFECT FROM SATURDAY EVENING THROUGH  MONDAY AFTERNOON FOR A MODERATE TO STRONG SANTA ANA AND LOW  HUMIDITIES FOR THE VALLEYS AND MOUNTAINS OF LOS ANGELES AND  VENTURA COUNTIES...    ..Strong high pressure will build into the Great Basin this  weekend, bringing a moderate to strong Santa Ana wind event  across the fire district tonight through Monday. Cold advection  from the deserts to the mountains will combine with moderate winds  aligned aloft to transport northeast winds into the mountains and  valleys of Los Angeles and Ventura Counties. Offshore pressure  gradients will peak around -8.0 mb both Sunday and Monday  mornings. Minimum humidities will drop to 10-20 percent and  locally single digits on Sunday and Monday with gusts of 55 to 65  mph in the mountains and 40 to 50 mph in the valleys.    Elevated fire weather conditions will be likely for coastal areas  of Los Angeles and Ventura Counties over the weekend due to gusty  Santa Ana winds and low humidities at times. Isolated gusts to 65 mph at windier passes.    * Relative Humidity...Minimums of 8-18 percent with poor    overnight recoveries.    * Impacts...The combination of strong winds, low humidity, warm    temperatures, and dry fuels will bring critical fire weather    conditions. Any new fire ignitions will have the potential for    large growth with rapid fire spread.    PRECAUTIONARY/PREPAREDNESS ACTIONS... Winds are expected to be  strongest on Sunday...with humidities lowest today and Monday. For night into Sunday...winds    strengthening to 20 to 30 mph with gusts to 55 mph and isolated    gusts to 65 mph...then subsiding to 20 to 30 mph with gusts to    50 mph for Sunday night into Monday.    * HUMIDITIES...Lowest daytime humidities of 5 to 10 percent today    and Monday and 8 to 12 percent Sunday with poor overnight    recovery.    * LOCATION...Strongest winds along lower coastal mountain slopes    and adjacent areas...and below passes and canyons with lowest    humidities for the inland valleys and inland Orange County.    * TIMING...Lowest humidities for today and Monday with strongest    winds for Sunday.    * IMPACTS...Any fires that develop will likely spread rapidly.    Outdoor burning should be avoided. The winds will make driving    difficult...especially for motorists with high profile vehicles.    Watch for broken tree limbs and downed palm fronds.    * OUTLOOK...Decreasing winds on Tuesday with little recovery in    humidities. A little greater recovery of humidities on Wednesday    with a return of weak onshore flow.    PRECAUTIONARY/PREPAREDNESS ACTIONS...
