The atmosphere is 97% CO2, which is what causes the runaway greenhouse
effect. The clouds are mostly sulfuric acid droplets. If you mean the
clouds do not reach the ground, that would be correct, but the dense
atmosphere, about 92 bar at the surface, definitely reaches the ground.
