What you seem to be saying is that those who do not love the sound of the

are costing you money. I wish you could see my homeowners insurance bill.
I live where I do by choice and pay the premiums to live here. I don't count
on federal relief to protect my home!

The real solution for this is to:
1. Not live in the urban-wildland interface, or
2. Manage one's property in a manner that minimizes personal risks.
There is much area that's not anywhere near the fire danger or the mudflow
danger after a fire. (In the UWI, the danger of fire exists at almost any
time--the exception being right after a fire. The danger of mudflow is
limited to a year or two after a fire, so prep is different.)
Unlike being in a tornado or hurricane area, the fire danger here is quite
limited to specific places.
But still, those who choose to live in UWI areas are, in fact, in the same
position as those in, say, New Braunfels, TX, who've built and rebuilt in a
floodplain and rely on Federal disaster relief to keep rebuilding. You and
I, who plan and protect ourselves, still have to pay for these people who
don't.
