The "Helium Privatization" mandate to empty the reserve, which had operated near Amarillo since 1925, actually occurred during the Clinton administration.

A large chunk of the increase in cost in the last decade has to do with the price of energy to purify it. There are new sources in the Middle East, but the production cost for the U.S. now must include transportation. Algeria has become the second leading producer. Helium is a by-product of oil and gas production.
