Because they're staffed by local departments, not CDF (CalFire) or contracted counties (8 counties do this) in exchange for a 'free' engine.  They're also typically structure engines, ill equipped for off road (streets, not 4wd dirt).

The training and/or equipment per engine may not be consistent between agencies (x number of engines per county) and they're generally reserved for when it really 'hits the fan' which it hasn't yet. 

They are currently sending out 'rainbow' strike teams (equipment and staffing from local agencies within a county with similar training and engines) and if it gets worse (it will, in time) they'll move the OES pieces into the game. 

Rainbow teams being sent indicates the seriousness of the situation (bad); when OES moves, it's 'seriously bad'.
