...A FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 830 PM PDT FOR EAST  CENTRAL LOS ANGELES COUNTY...    AT 748 PM PDT...RAINFALL HAS CEASED ACROSS THE WARNING AREA BUT  NORMALLY DRY WASHES AND ARROYOS MAY STILL BE FLOWING AND SWOLLEN  FROM EARLIER HEAVY RAINFALL. TRAINED WEATHER SPOTTERS DID INDICATE  UP ONE-HALF INCH OF WATER ACROSS HIGHWAY 138 NEAR LLANO.    PRECAUTIONARY/PREPAREDNESS ACTIONS...    MOST FLOOD DEATHS OCCUR IN AUTOMOBILES. NEVER DRIVE YOUR VEHICLE INTO  AREAS WHERE THE WATER COVERS THE ROADWAY. FLOOD WATERS ARE USUALLY  DEEPER THAN THEY APPEAR. JUST ONE FOOT OF FLOWING WATER IS POWERFUL  ENOUGH TO SWEEP VEHICLES OFF THE ROAD. WHEN ENCOUNTERING FLOODED  ROADS MAKE THE SMART CHOICE...TURN AROUND...DONT DROWN.    A FLASH FLOOD WARNING MEANS THAT FLOODING IS IMMINENT OR OCCURRING.  IF YOU ARE IN THE WARNING AREA MOVE TO HIGHER GROUND IMMEDIATELY.  RESIDENTS LIVING ALONG STREAMS AND CREEKS SHOULD TAKE IMMEDIATE  PRECAUTIONS TO PROTECT LIFE AND PROPERTY. DO NOT ATTEMPT TO CROSS  SWIFTLY FLOWING WATERS OR WATERS OF UNKNOWN DEPTH BY FOOT OR BY  AUTOMOBILE.    TO REPORT FLOODING...HAVE THE NEAREST LAW ENFORCEMENT AGENCY RELAY  YOUR REPORT TO THE NATIONAL WEATHER SERVICE FORECAST OFFICE IN  OXNARD.
