It has been known since 1965 that Diablo Canyon was either a fault, or had faults near by.  This fact was one of the major reasons Diablo Canyon was opposed by so many environmental groups OTHER than the Sierra Club whose leadership supported it at first without going to the site to determine suitability.  Protesters tried to stop the building on the basis that geologists felt that there was a inferred fault zone not yet revealed by research, its importance to the Chumash and the pristine beauty of the site.  In the hearings on the plant, earthquakes were excluded from comment.  Construction went forward at the same time further research confirmed the present of a complex fault zone.  It was claimed by PG&E that the plant could withstand ANY earthquake that the fault zone could generate.  Diablo Canyon was railroaded into existence even with the FULL knowledge of an active fault zone beneath it.
