There was a great deal of debate as to if that section of the subduction zone was actually capable of great quakes having had no such history since the Japanese began taking copius records going back to very early in their ancient history.
That question got answered.
Furthermore, just because there are earthquakes in a region should not be cause for not building nuke plants there.
The key is better design and apparently this one had a design flaw that needs changing.
In all fairness, this is an old plant and the newer ones may already have the flaw(s) responsible for this failure fixed.
