[californiadisasters] ADMIN READ: Overwhelmed with email?

We get occasional feedback to the effect that when things get hot and heavy
in the realm of California+disaster, some members are overwhelmed with the
flow of messages.

In addition to the strategies discussed in documents we've put into the
