only reason that I could see any possible need for something like that would be if you know your going into hurricane territory just before one is known to make landfall.

Plane fares are bad enough charging extra for baggage now and weight and/or size limitations. I barely can get what I need for a weekend visit in one bag that fits into their baggage size contraptions.
 
You're not going to bring liquids or squeezable pastes. Tools are out. Flashlight OK. Radio OK. Work gloves, work shoes OK. Goggles and dust mask OK but I just don't see the necessity for those items. Sorry.

If a person wanted to take an "emergency kit" on a plane, what could you bring and still have a decent kit?

Sure does. I just focused on California as that is the group topic. Normally when I am out of state, which is quite often on business, I carry a severely reduced set of essentials - personal medications - prescribed and OTC, small food items, liquids, small trash bag and zip lock bags, small towel, windbreaker, an AM/FM/SW radio or Marine radio with weather band, and an amateur radio hand held. This is because modern air travel restricts what can be carried on the plane - either by TSA rule or airline baggage fees.  I also carry a set of tools as checked luggage as a part of my work.
 
My opinions still stand as to what I would carry in the trunk of my car as the basics no matter where I am.
