Basically you can checkmark "all of the above" - but pragmatically, it may help a lot to have a nuclear power plant to supply the kind of power capacity you need for de-salinization for a city…

Basically, one needs to separate the salt (and other impurities) out of the water. These things are very small and require a very fine filter (reverse osmosis membrane) to retain. As a result, very large pressures are needed to drive the water through the membrane. This generally equates to a high energy cost to power the pumps used for this process, making RO not feasible for large-scale production.
