Being somewhat familiar with that area as my family once owned property in nearby Montgomery Creek I started to say this should be in or near the 1992 Fountain Fire burn area and the Hotlist confirms that which you can follow here:

The Fountain Fire started on August 20, 1992, at a water fountain on the side of Highway 299 and explosively spread to nearly 63,960 acres, much of it in one single wind event that transformed into it into a rolling crown fire as that area is forest land.

636 structures were lost in the fire as well.

I remember reading one contemporary account of firefighters standing on Highway 299 and being able to listen to explosions in the forest as meth labs went off as the fire passed through.
