With something like a half-inch of rain in 24 hours, still, LAFD had a river
rescue.
In the Los Angeles basin (info for anybody who's not aware of this unique
situation), our desert conditions mean that we have dry or nearly dry rivers
and streams, until it rains. Several decades ago, these were built into
"flood control channels", which in most cases are concrete-lined and
engineered to flow water fast (to prevent the seasonal flooding that was
naturally here so that we can live and work near the rivers).
Many a movie car chase has been filmed in the Los Angeles River, for
example, the size of a freeway and usually as paved and dry. However, that
fills in any rain, and reaches very near the top in heavy or sustained
rains.
There are places in these rivers where, although access is forbidden, people
go in, e.g. homeless to camp. There is occasionally also the person or two
or three who think the swollen river would make good tubing (yeah, the ride
of your life--if you live to enjoy it). This has necessitated the creation
of swiftwater rescue services in any department which includes a waterway.
And despite heavy publicizing of the dangers, people still get into trouble
and must be plucked out of the water.
