WESTWOOD - The rupture of a large water pipeline flooded portions of the UCLA Campus Tuesday afternoon, but thankfully caused no injury. 

The Los Angeles Fire Department was summoned at 3:24 PM on July 29, 2014 to 10630 Sunset Boulevard in Westwood - just north of UCLA, where firefighters discovered as much as 75,000 gallons of water per minute flowing through ruptured asphalt in the center of the street, threatening to flood the adjacent campus.

With a prompt request for additional personnel, the first arriving firefighters cordoned off the immediate area and alerted those nearby to prevent injury and minimize property damage. A Unified Command Post was established at an elevated location nearby, as campus officials, law enforcement and utility crews responded. Sunset Boulevard between Hilgard Avenue and Veteran Avenue was closed to all but departing vehicles, as floodwater began to enter UCLA subterranean parking structures #4 and #7.

Firefighters secured the parking structure elevators and descended flooded stairwells to supervise and support the self-evacuation of several would-be motorists, who had entered the buildings in the hope of retrieving their vehicles. While most of the car owners were able to walk away from the parking structures unassisted, firefighters rescued five persons who were stranded by rising water. Though uninjured, three of the five required on-site decontamination due to their contact with floodwater tinged with automotive fuel, hydraulic fluid, battery acid and lubricants leaking from some of the nearly 1,000 vehicles marooned by rising water.

As water continued to rise, firefighters equipped for swift water rescue, as well as those with special urban search and rescue training, entered depths of the parking structures to search for victims, secure utilities, mitigate hazards, assess structural integrity, clear drains and establish a coordinated action plan for water removal and recovery operations. 

While efforts continued in the underground parking structures, additional firefighters joined UCLA staff in dewatering Pauley Pavilion and the John Wooden Center, which were among the six campus buildings most significantly impacted by the flood.

Though an LAFD water tender was deployed to support the region's firefighting needs, it proved unnecessary, as the source of the massive flood - later identified as a high velocity 30-inch trunk line connecting reservoirs - did not impact fire hydrants or domestic water service in the community.

It took Los Angeles Department of Water and Power crews several hours to safely shut off three large diameter valves and slow the flow of water. Sunset Boulevard was expected to be closed for a few days to allow for repairs.
