This is EXACTLY why the Fire Codes exist. It's happened too many times before and folks tend to take the cheap and easy way out, ignoring the codes (exits, stairs, lighting, extinguishing systems, building materials). I'm NOT saying that's the case here, but I'd put money down that it'll head that direction.
This one will be ugly. More than 9 known and 25 missing won't account for those not yet missed, the potential is high for really ugly...
Even 'flash' events must follow the codes, they're ALL retrospective codes (because something happened).
