This is probably not a new concept or document to most folks here, but embedded in my regular digest e-mails from the Homeland Security Digital Library (a Naval Postgrad School web site) was a link to this document.

This document contains some of the themes that I like to harp on, such as community involvement, neighbor helping neighbor, engaging partnerships with local non-profits and businesses, etc.
While I am not as involved as I’d like to be in my home community of Frederick, MD, I do try and help out a few of my neighbors when I can, and provide comments to my local EMA and social service agencies when I can. Amidst the reticence of some of my neighbors to get involved, are people much more involved than me. During recent years’ major snow and other weather events, you’ll find them cheerfully plowing out a neighbor, running errands / providing transportation for those stranded by deep drifts, helping with home repairs, getting answers to utility questions for the neighborhood, etc.
During major snowstorms of recent years, this was done long before the last snowflake falls or the final plowing occurs after the storm passes.
