Here is a video a stormchaser friend of mine made the day of the flooding of Lytle Creek. Amazing. I simply cannot wrap my mind around anyone who would attempt to breach this body of water.

The hikers apparently went out there even while it was raining, but even so,
we can give them the benefit of the doubt. (One "stupid" or "uninformed"
decision.)
I have a lot less respect for those who drive around the barricades into
flood waters, esp. in Lytle Creek, where the road floods with fast-running
water every time there's appreciable rain. Really! What part of "the road is
blocked with a barricade completely blocking the road and signed with 'DO
NOT PASS--FLOODING'" don't you understand?!*
And it's illegal to enter LA's flood control channels. Period. Getting
trapped there is a result of deliberately violating the law.
The teenagers several years ago who got swept away as they were ditching
school via their normal route through the flood control channel (IIRC, all
died) are in a different state than the homeless who have camped in the
rivers, but it's still all the same in that they're not supposed to be there
and there's a reason why.
Yes, certainly, we've all done stupid things (many of us today already), but
still, doing stupid things is way different than being stupid/ignorant as a
way of life.

* Saturday, the CHP log recorded that at the scene of one TC, where the
center divider had been breached by the collision, people were driving
through that hole into (uncontrolled) oncoming lanes so as not to have to
wait!
