Flood Warning Came Too Late for Many Drivers : Sepulveda Basin: Police and the Army Corps of Engineers disagree over how much notice city workers received for closing emergency gates.

Army flood-control engineers and Los Angeles police disagreed Tuesday over how much warning city workers got to close emergency gates as floodwaters surged across streets in the Sepulveda Basin on Monday, endangering scores of motorists.
 
The Army Corps of Engineers, which operates Sepulveda Dam, said the city was warned at 12:30 p.m. that floodwaters were inundating streets in the basin, but Los Angeles police said the warning came one hour later, after many motorists were already trapped. <snip>

I watched that live on TV news. The image I remember most clearly was an
official vehicle (not fire apparatus, but I believe FD) completely submerged
but with its roof beacon still flashing.

For the many who aren't familiar with this location:

North of US 101 and west of I-405 is the Sepulveda Dam, a part of the Los
Angeles regional flood control project, this part being on the Los Angeles
River. Rather than leaving an ugly and unused area for a catch basin, this
area doubles as a recreational area.

Facilities and procedures are in place to close the Basin and evacuate it on
those rare occasions it's needed for its primary purpose.
