No, it's probably has to do with piezoelectricity but alternately it might have to do with radon gas ionizing the atmosphere if that gas is being released prior to the quake and/or during it. We know it is real but are still trying to nail down with certainty the cause.

This video is not showing power flashes tend to be colored various shades of pink or blue or green, et al, and are more flashy whereas those in this video are white and more shimmery and appear to have started just before the quake.
