State, Federal and Local Partners Gather to Discuss the North Coast Earthquake and Tsunami Response Plan in Eureka, CA

unveiled the joint state-federal response plan for catastrophic earthquakes and tsunamis affecting California's North Coast during a daylong briefing for stakeholders at the Warfinger Building.

The Cascadia Subduction Zone Earthquake and Tsunami Response Plan details how state and federal agencies will integrate operations to support local government with needed disaster services following a magnitude-9.0 earthquake and a resulting tsunami that originates along the Cascadia Subduction Zone, significantly impacting Del Norte, Humboldt and Mendocino counties.

The plan, which builds on the successful efforts of Cal OES and FEMA to coordinate the development of catastrophic earthquake response plans for the San Francisco Bay Area in 2008 and Southern California in 2010, is the culmination of 2-1/2 years' work by emergency planners and subject matter experts from local, state, tribal and federal agencies, Tribal nations, nongovernmental organizations and the private sector.

Stakeholders will test the plan during the 2014 Cal OES disaster exercise. The planning process for the exercise, which annually tests elements of the State Emergency Plan and those of other participating agencies, is already underway.

"Having comprehensive plans in place that have been developed in coordination with our local, state, federal, nongovernmental and private sector partners and using a unified system to address needs and gaps that exist are critical to saving lives, minimizing injuries and effectively meeting the needs of the thousands of Californians who could be affected area after a catastrophic emergency along the North Coast or another part of the state," said Cal OES Director Mark Ghilarducci.

"To increase our national preparedness, we must plan and exercise locally. The Cascadia Subduction Zone plan will meet both of those objectives," said Nancy Ward, Director of FEMA Region IX. "While 30 months of hard work at the county, state, tribal and federal levels have been invested in this living document, the process is not over. As with any plan, we will need to constantly monitor, exercise and update it to ensure its ongoing effectiveness."

State and federal emergency officials stressed that – in addition to planning efforts by Cal OES, FEMA and their partner agency organizations – planning and preparedness actions by individuals, families, communities, businesses and other elements of the community are essential.
