Instead of making costly repairs to correct defective welds on the San Bruno pipeline, PG&E decided it was worth it to accept the risk. But, PG&E are not the only ones that accepted some degree of risk. Should homeowners share some of the blame for taking the risk of living next to a gas pipeline right of way?
