...A FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 400 PM PDT FOR  CENTRAL RIVERSIDE COUNTY...    AT 230 PM PDT...HEAVIEST RAIN WAS LOCATED BETWEEN ANZA AND LAKE  HEMET. RADAR ESTIMATES LOCAL RAINFALL RATES OF ONE TO TWO INCHES PER  HOUR ABOUT 5 MILES NORTH OF ANZA. ALSO...DEBRIS FLOWS HAVE BEEN  OCCURRING IN THE MOUNTAIN FIRE BURN AREA...INCLUDING 18 INCHES OF  WATER AND MUD ACROSS APPLE CANYON ROAD.    LOCATIONS IN THE WARNING INCLUDE BUT ARE NOT LIMITED TO  IDYLLWILD...MOUNTAIN CENTER...LAKE HEMET AND JUST NORTH OF ANZA.    PRECAUTIONARY/PREPAREDNESS ACTIONS...    WATERSHEDS BURNED IN 2013 BY THE MOUNTAIN FIRE...IN RIVERSIDE COUNTY  NEAR IDYLLWILD...PINE COVE AND LAKE HEMET...ARE PARTICULARLY  SUSCEPTIBLE TO FLASH FLOODS AND DEBRIS FLOWS FROM THIS RAINSTORM. HEAVIEST RAIN WAS 5 MILES NORTH OF  MOUNT LAGUNA...OVER THE CHARIOT FIRE BURN AREA. MOVEMENT OF THE  PRECIPITATION WAS WEST AT 5 MPH.    LOCATIONS IN THE WARNING INCLUDE BUT ARE NOT LIMITED TO MOUNT  LAGUNA...PINE VALLEY AND POTRERO. THIS COULD IMPACT TRAVEL ALONG  SUNRISE HIGHWAY AND HIGHWAY 94. HEAVIEST RAIN WAS NEAR SHELTER VALLEY...ALONG HIGHWAY 78...AND NORTH  AND WEST OF BORREGO SPRINGS...INCLUDING NEAR BORREGO PALM CANYON.  MOST OF THE RAIN WAS MOVEMENT SLOWLY WEST AT 5 TO 10 MPH...BUT SOME  STORMS WERE STATIONARY. RADAR ESTIMATES RAINFALL RATES OF 1 TO 2  INCHES PER HOUR IN THESE AREAS.    LOCATIONS IN THE WARNING INCLUDE BUT ARE NOT LIMITED TO SHELTER  VALLEY...BORREGO SPRINGS...WARNER SPRINGS AND RANCHITA.    PRECAUTIONARY/PREPAREDNESS ACTIONS...    DO NOT DRIVE YOUR VEHICLE INTO AREAS WHERE THE WATER COVERS THE  ROADWAY. THE WATER DEPTH MAY BE TOO GREAT TO ALLOW YOUR CAR TO CROSS  SAFELY. THESE THUNDERSTORMS WITH EXCESSIVE RAIN WILL OTHERWISE REMAIN OVER  MAINLY RURAL AREAS PORTIONS OF NORTHEASTERN SAN DIEGO COUNTY.    PRECAUTIONARY/PREPAREDNESS ACTIONS...    WATERSHEDS BURNED IN 2012 BY THE STEWART FIRE...WILSON FIRE...  VALLECITO LIGHTNING COMPLEX OR EAGLE FIRE BURN IN 2011...IN SAN DIEGO  COUNTY...ARE PARTICULARLY SUSCEPTIBLE TO FLASH FLOODS AND DEBRIS  FLOWS FROM THIS RAINSTORM. LOCATIONS ALONG DRAINAGES WITHIN OR BELOW  ANY OF THE BURNED BASINS MAY BE IMPACTED BY FLASH FLOODS AND DEBRIS  FLOWS.    RESIDENTS AND MOTORISTS IN AND BELOW RECENTLY BURNED AREAS SHOULD BE  ALERT TO HEAVY MUD AND DEBRIS FLOWS WHICH MAY BLOCK ROADS AND  CULVERTS. POTENTIALLY DANGEROUS FLOODING AND PROPERTY LOSS COULD  RESULT IN AREAS WHERE RUNOFF IS RESTRICTED OR BLOCKED. ADDITIONAL  RAINFALL AMOUNTS OF 1 TO 2 INCHES ARE POSSIBLE IN THE WARNED AREA.    MOST FLOOD DEATHS OCCUR IN AUTOMOBILES. NEVER DRIVE YOUR VEHICLE INTO  AREAS WHERE THE WATER COVERS THE ROADWAY. FLOOD WATERS ARE USUALLY  DEEPER THAN THEY APPEAR. JUST ONE FOOT OF FLOWING WATER IS POWERFUL  ENOUGH TO SWEEP VEHICLES OFF THE ROAD. WHEN ENCOUNTERING FLOODED  ROADS MAKE THE SMART CHOICE...TURN AROUND...DONT DROWN.
