IC as in 1 commander for both USFS and local city fire together. City fire has their IC which is the Chief, The feds have an IC type 5,4,&3. Not always a unified command on a initial attack, City fire is doing one thing, wildland folks doing their thing for the first few hours until they get a team put together of both city and fed and or state. City most of the time likes the feds come in because the feds can get the air drops, and the quick personnel. So lots of time the first 24 hours everyone is doing their own thing. I hope you understood what I am trying to say, if not email me off the list and I will explain how the feds run the fires with local fire department. If you go back to 1910 to today's date and look at most deaths related to wildland, you will see that most deaths have happened during initial attack. Initial attack is the first burning period or the first 24 hours before it goes into extended attack. The other problem is to that the feds radios run off of 163.000 to 172.999 and the locals run off of the 800 band or 153.000 to 156.000 . This has been a problem for yrs.

Just one question,Why do you think or know that there was no IC soon on
this incident? Not arguing,Just for my education.. Remember the U.S.F.S
founded the ICS:)
