I'm sticking with my theory. Whether they bill CA, or use it as some means of 'reimbursement' or budget justification in the future in their own state, there's some sort of payoff they're looking at.

Oh, I'm aware of the practice but I am curious as to why now when we have the greatest collection of firefighting assets on Earth contained right here in California scattered throughout the various layers and departments government and geographically across the state and with no significant fire activity at present. I could see perhaps some USFS and BLM stuff coming in from adjacent states to shore up the loss of seasonals but dozers from New Jersey? Then again... the government never fails to surprise me so there. :-p

it's called severity money, NJ sent a lot of equipment last yr to help on fires. AZ does it every year we get equipment from, tenn, Minnesota, PA, NM . They send engines down and are put on Districts for Initial attack. The seasonal s are not on board yet for your area, so they bring other units to put on the forest for initial attack.Very common .
