Which is why firefighters will flood the hole with water.  The static electricity arc from even touching the pipe (worse in pvc pipes) can throw the entrant a LONG ways away (circus cannon shot).  The water creates a safe path to ground the pipe, reducing (not stopping) the risk.

Purposeful ignition is NOT necessary.  See the study below. Leaks of natural gas can ignite simply by the friction of the gas escaping from a leak.
