amenable to the standard open bidding protocol of government.
For example, I wonder if any govt. agency has ever had open bidding for
personal computer operating system! (They cover that by getting bids for
computers, which all come with a choice of: 1. Windows. Don't know how they
cover buying Mac, but I know it's been done since forever and I've never
heard of a complaint.)
So who is even capable of building/supporting LA-RICS? Raytheon? Motorola?
GE? (Inclusion of GE here would mean losing choice of system and
compatibility, going to EDACS instead of MOT.) If it went to open bid, and
Joe's Radio and Billiard Ball Co. bid lowest, would LA-RICS have to be
supplied by Joe?
A real dilemma.
