As a point of reference, ROS is Rate Of Spread, defined as acres of growth per time unit (typically hours, sometimes less). A fire may be 100 acres in size, but the ROS will vary throughout the fire because of many factors (slope, aspect, fuel type, fuel moisture, weather and more).
Please be sure to use the terms correctly when reporting to avoid confusion.

PS If I chose to be absolutely picky, I'd say the fire was pushed/empowered/motivated by the Santa Ana winds; air is not the fuel.
